Newest projects are still there. Top Downloaded was removed to give space for the Curator system, Scratch Studio projects and Friends' Latest Projects, and because people can lie "it works better when downloaded!" to get it unfairly.

Newest projects are there - if you are logged in. If you aren't, you won't see Newest Projects.
