I assume they want to know because they are either going to remove it, or modify the functions of it.

That's quite possible. Being a university project, Scratch is often used for studies and research, like the Scratch Statistics, Scratch age survey, and the old Scratch usage survey. It's also possible that this is a study not contributing to Scratch but something else, or it may just be to gather info on the tags and where they want it to go for 2.0.

On the 2.0 site, you didn't see tags, did you? The ST must be considering whether to include them, and how.
