If you want something to do while Scratch is down, check out tbgs.tk! It's the new version of the (closed) Scratch TBGS, run by Scratchers! I'm going to spend most of my time there, anyway.

Please do. 
It'd be good to advertise on the Minecraft Forums and other places though, since 24 would be hard to reach on Scratch. You could put it up for a while to test it out Scratch only then put it onto the Minecraft forums. The Hunger Games servers which get popular tend to be ones with custom non-Vareide maps, so you could try and design your own eventually.

I think maybe the new hunger games server should have a huge glass dome, and every time there's a new game the dome would move to an either random or chosen area.

If you do make a Hunger Games, you should add a scoring system plugin, and a plugin that prevents block breaking and block placing.

I'd like to see a server where you can break wood. This would allow everyone who doesn't go to the cornucopia still at least get wood weapons. And I want a map that isn't scattered with hundreds of chests.

I'm making a HG map for my server where it's biome pillars in lava. If you miss a jump, you fall to your doom. Each pillar is fairly large and has its own biome.

16 slots would be a good amount for scratch. If you want to extend it to the Minecraft Forums, then go to 24.
Also, use the generic Vareide maps, but also try finding other SG maps, or make your own.
I can actually try to make an HG map for the server if you like.

And I'm assuming you'll be using the Survival Games plugin? Basically how it works is there's a sign which says [SurvivalGames] or something on it. When you click it, if the games are about to start you'll be teleported in and if you hit it when the games are running you'll be added to a waiting list and join the next game automatically. I think it resets the arenas and does it all for you and stuff.
Also I think you should use the 2 Vareide maps, and maybe find some others hanging around on the mc forums.
