Actually, you can, but it barely has any "tools" (only things like stacking, line, border).

no, Microsoft Word isn't really a program for images.
you can always try to use MS Paint or another graphics software you have, though.

You can, before I started using Paint.NET I used Word and made decent-ish siggies. There's not many features, but you can still make effective signatures with it. It was a pain getting stuff in the right place and stuff though.
