1.Web Host
First you need a webhost now it can be tricky to find a free one but I reccormend 1freehost or 000webhost
2.Free domain
First before co.cc or dot.tk you need a free domain it will be somthing like ______._________.com not ____________.com because .com is a paid domain but .cc and .tk are very tricky to use and are often cash parked
3.dot.tk and co.cc
These domains are often used to make it look cool as a link BUT bewere these are scams and cash park them if they have to less views and to much views and need to be reverted to a new domain imedatly!
4.To try and stop it
The domain scam I usually hear about is called Domain Name Slamming.

Domain slamming - what it is
Domain slamming is a process where people take your domain, and then charge you for it. What they do is they take your domain, transfer it to their services without your permission, and then charge you high prices for it. However, they sometimes send you fake domain expiration warnings asking you to renew it on their services.
Domain slamming - the usual signs
If you receive an email from someone that seems like your domain registrar warning you that your domain is about to expire or is offering an upgrade, and this email does not appear to be from the one you actually use or contains false information, then it is a scam email. Report it to your mail provider as fraud if possible, and maybe even report it to the Internet Crime Complaint Center.

-If you receive an email that fits the above description, do not follow its instructions. That is a sure way to get scammed.
-You should enable domain registrar locking to prevent this from happening, so it is near impossible to transfer the domain without your permission.
-Only do anything with your domain on the website of your registrar, and make sure you are actually on that website
-Take note of when your domains expire, so you know if expiration warnings are correct
-Renew your domains as soon as you can, because some people take domains as soon as they expire and sell them back at high prices
-And, just use common sense. Most of the scams are really badly executed and can be seen easily. You need the above steps for better thought ones.
5.passwords

6.Servers
Now the last thing to think about is servers. Now if other people need to edit it you need a ftp server! If any one can make a project than just a dreamhost server will do.
7.Paid hosts
Now paid hosts they are good to keep population and you need to pay for them. So odd ones are cheep and usall ones are expensive

Anyway, I think that the guide is rather incomplete. You are just focusing on a few of many things that need to be done. And, about 70% of it is directly copied from my guide.

Weebly is one of the worst hosts. 1FreeHosting is a good one. Also, just because a .com domaIn costs money doesn't mean it's bad. Also, lasthorizon.tk by rookwood101 gets thousands of page views a month and isn't closed. NameCheap offers .com domains for $2 a year. A lot of this includes stubs, typos, and false information.

Good advice. I especially liked the suggestions for free hosts, that first one looks really good, and the other ones sounds fine too.
One thing I wanted to point out about domains though. A paid domain doesn't cost near as much as you might think. Only about $10 for a whole year. Or even less for some of the odd ones. So if you're making site you think you might want to keep running for a long time it's worth considering. Those free domains just don't seem very dependable.
