There apparantly is a way to make scratch tell if you're inoline (i've never tried it) find it by searching "online and of line detection" in the scratch wiki.

Yes.
If we could, it would make a great punishment for "hackers" (people who enter a "hacked" data-number) or as a joke, though. But I think even flash itself can't do that (or can it?).

Yeah, there is. It works because if you are offline and Scratch finds an error in a script, it will stop the script. If you are online, the script will continue running.

You could, however, create a script which freezes up the player, browser, and forces the user to close or force quit their browser.

I have had several large projects induce me to force-quit the browser because, when viewed, froze the browser and became unresponsive.
Of course, it would be harder to freeze a browser on a faster computer.
