When was the 500 character limit put in affect for comments?

I know it wasn't in affect at some point, because of the comments on this project.

It used to be 255, but was increased to 500 here.

It was probably experimental. They're doing a bunch of different little experiments with the website, and they're sometimes hardly noticeable.

There was no limit before 2008.
