Hm... Interesting... OK, we now need room ideas using that info.
Rooms: Well, we should divide the capital in parts, how about;
1) Forum- (In this part we would have different shops. We can have shops where you buy stuff, and shops owned by people you have to talk to)
2) Neighborhood- (In this part we would have houses of different people, some you can enter, some you can't)
3) Docks- (If we have them, this would be where the boats and some people you talk to are)
4) Camp- (just outside the city, this is where the soldiers train, some rooms here would be the armory, barracks, officer's barracks, stables and training grounds)

Yes, actually, if you are a cloud's friend, you should be able to go to their house.
So a forum is like a mall, correct?
Outside of the camp would be wilderness. You'd need a plane or a train to go to no cloud's land. How did Rome soldiers train?
Yes, there will be a dock.

I think this should be the basic gameplay.
Farmers
they earn Cloins be growing clarrots. they depend on gatherers to supply them.
Shippers
They earn cloins by shipping clarrots off to supply depots. they depend on farmers to supply them.
Soldiers
they earn cloins be killing othe enemy clouds. they depend on shippers to feed them.
Gatherers
They earn cloins by gathering clarrot saplings in the greenfields. they depend on soldiers to protect them.
As you can see, everything is dependent on each other.
Hope you like it!

Ok, yes, a forum is like a mall. Only, it is outdoor. There are some shops that are buildings, but some are just like, um, stalls. Like, in a farmers market. Roman soldiers trained many different ways. The divisions were as follows:
Missile- Archers, catapults, skirmishers and slingers.
Cavalry- All soldiers on horses.
Melee- Swordsmen, spearmen and pikemen.
The army was divided into legions, Each containing 4000-6000 men. Each legion was divided into "Cohorts" consisting of about 480 men. The main way of transportation was horseback. They had wagons, too. But the fastest way to get around was by sea.
A camp has a wood or sometimes stone wall around it, and many buildings in it. But it would be mainly made up of open training areas. The amount of time you spend training would depend on the unit you were training for.
