You'll need to ask the manager, and most likely spend a couple of hours figuring out the license form. Be prepared to fork over some cash. If you don't ask them, they'll just bother you. Parking lots may be fine (although my class was once rallying in a Tesco parking lot and got asked to go away).

They are allowed to kick you out if you are disruptive, and can take your camera if they want to (but they probably won't), but you need permission from anyone who's face appears in the video to use them.
I'm glad to think that the community will always be kind and helpful, the language will always be a fun and easy way to be introduced into programming, the motto will always be: Imagine, Program, Share - Nomolos

I read on Wikipedia that people have virtually no privacy rights in public. Shouldn't it be okay if I don't use anyone's name, or anything?

Why not just get a direct answer by asking the Target manager if it's okay to film there? Tell the manager what the film is about and, if the manager says "yes", have some signs posted to let people know the day that you're recording (some people don't like to be filmed).

Well, if your a kid, which I'm guessing you are, then yeah sure you can. It's not like your actually broadcasting it and making money from it.
