Scratchers being able to close topics

Hi
I don't think it would be bad if Scratchers would be able to close topics, but I think they must close them for a good reason.

This was already suggested to close your own topics. If you were able to close other people's topics, I bet someone would go crazy and close all of them.

And if we let Scratchers let close topics, why not just scratch the whole user group and make it go New Scratcher>Moderator?
