Nope, videos aren't supported. You can convert it to a GIF, though, and then import each frame by dragging the GIF file into the costumes pane of a sprite.
(Disclaimer; I haven't tried that site, so I don't know whether it's safe or if it works).

It's one of the first things that come up when you search "video to gif", it wouldn't be near the top if it contained anything malicious. :L

It's one of the first things that come up when you search "video to gif", it wouldn't be near the top if it contained anything malicious. :L
Yes, but it's better to be safe than sorry and just check the site. If you did, then don't mislead people in saying you don't know if it's safe.

Do you know how short a video that's 10 frames is? At a standard rate of frames for videos, it would be about 1/3rd of a second or less

I'm not gonna search for a software to download YouTube videos, install it, download a video, upload it to that site, and convert it to a GIF just to test whether a site which my anti-virus software doesn't think is malicious and is one of the top video to GIF converters is, in fact, malicious. That'd be a complete waste of time.

You can't import video files into a project, but people have used costumes to create stop-motion animations. Here's an example.

You can also use GIFsoup to convert YouTube videos to GIFs.
Drag the GIF in and Scratch will convert it into many frames.
