What IS rick rolling?

I hear about it, and it's in the same category as screamer, but WHAT'S THE DIFFERENCE?

On April Fools day, it is used a lot (i.e. a bunch of sigs replaced the links to rickrolls, and a bunch of links on Mod Share were changed to links to that video).
