Hi, I searched the website as much as I could, looking for a PDF or something that would help a newcomer to Scratch get a flavor of the whole idea of Scratch. Not technical details but something an educator-type can look at and understand what Scratch is all about. There used to be short papers (something like "Developing 21st Century Skills using Scratch") but I can't find them any more.
Any help would be most appreciated.

You might want to check the Scratch ED website, which is a Scratch site geared towards educators.

There's the Educator's Page, which contains many links and resources.
There are also several PDFs on the ideas and concepts Scratch promotes, including Programming Concepts in Scratch, Scratch and 21st Century Learning Skills, Learning By Designing, and Creating with Scratch, Learning with Scratch, and Programming with Scratch.
