youtube video in scratch? HELP

Can you post a Youtube video into scratch? *MEANING VIDEO* (if not, Both?)
Can you just drag it like you can a gif?

If not can post a JING video in Scratch? HELP

you cant put a video directly into scratch but making it into a gif might work
