I believe the ST has already explicitly stated they don't want chat rooms, or PM, or the ability to lock certain people from posting on things, as it takes away from the freedom of the forums, or something like that. Sorry!

You are allowed to make one outside of Scratch, should you have the resources, and then invite Scratcers to it, but the ST won't do it.
