Why do you want to be banned?

And, no, they won't. Another user requested to be banned a while ago and cheddargirl said they don't ban on request. You could just go here and request to have your account deleted though. Or, you could go on a trolling spree -- then you're sure to get banned. 

That was a joke, don't actually go on a trolling spree. :L

No, accounts are not banned by request.

If you don't want the account anymore, you can just abandon your account or request the Scratch Team to permanently delete your account (use the Contact Us link at the bottom of every Scratch webpage to make that request).
