Be able to promote Scratchers into New Scratchers!
ST plz read this! 
Well, sometimes people could just post constructively, and when they're a Scratcher, they just spam.
If you could de-promote, you could stop their spamming! 
I gaze off into the boundless skyline, noteblock choirs playin in the sunshine, turn round pick up my sword and wield the blade that once forced evil mobs to yield, if this battle shall leave me slain, I know Herobrine still calls my name, better just take a stand, that was when I ruled the land.

Admins can change users of any user group to any other user group, so it's already possible to go from a Scratcher to a New Scratcher. However, a ban would be more appropriate than demoting them, in the case of spamming.

If someone does a whole lot of spamming, the ST will usually warn them, and if they continue, ban. See this topic.

Though someone has been demoted before
But that was in the Misc era
