I played around with the styling offline and in my opinion the text in the navigation bar should be #13bc8a. You should also actually use CSS to make the background of the navigation bar, instead of an image -- you can do a lot more that way.
EDIT; Wait, it is an image, right? Because in the CSS there's "background: url(/navigation-bg.png) no-repeat;" and that leads to here, which is of course the background for the navigation menu, but by right-clicking on it there's no "Copy image URL" or anything...

For text, I think it could be a better font - Gill Sans MT looks nice and comes with computers. It could also be a little darker, like #36648B (▉▉) or #4973AB (▉▉).
The header thingy with links on it is a little too tall and the color is awkwardly vivid. I think a better color would be #1874CD (▉▉), plus taking out the gradient. You could also make the font something else - Arial looks weird in large sizes, so something like IrisUPC Bold would be nicer. The color could be lighter, like #BCD2EE (▉▉).

I can't join due to the fact that while I can think of how to make something look better, I can't actually make it look better (i.e., I can't actually do HTML, PHP, CSS, etc.)

That's because it's a background image. Right click it again, and click on view background image. You can then right click on it there, and you can save it.
