Surprise projects are just random projects... 
Featured projects are the ones the Scratch Team (the Administrators) want us to see. A member of the Scratch Team chooses a project they think is good and features it on the front page.
They usually pick out projects from unnoticed users, that are either educative, creative, or just fun. On holiday occasions they feature projects that are related to the occasion.
They usually feature projects created by overlooked users, and projects with original artwork/graphics.
I know what you're thinking! "Neptune! Get rid of those filthy advertisements and give us back the Zarathustra siggy, you horrible person!" Well, don't worry about it, the Zara siggy will be back soon, new and improved! ^^ Meanwhile, just do what the sig tells you to. >.>Offline
