No, everyone has their own engine to create the website and in their predefined template you can make modifications.

Hi it looks nice and you just started working I guess. You need to work a lot to improve the look and feel and let me know once you add content on your site.

actually, weebly lets you edit the HTML, and CSS of your template, or even create your own template.  I've taken coding my weebly website so far as to removing the weebly footer without actually upgrading to pro.  I've added some javascript functionality, as well (scroll to top)  I've edited a lot of the code in my website, while still using weebly.  Want to see?  www.eternityinc-official.com  you can tell it's made with weebly because if you see the code, the weebly footer is there, you just can't see it.  Also, see the blog.  Weebly oriented.  Yet, I have been able to customize the template, and even use javascript.  Notice how the back to top button appears at the bottom of the browser.  click on it.  see what happens?  pure coding!  I also find a lot of tips and tricks for weebly on the internet, I've figured out how to make a custom 404 error page:  try it out by visiting this webpage: http://www.eternityinc-official.com/asdfds  it also works with anything else, just try it for yourself.  Not spam, just showing how much of weebly you can actually use.  I have a favicon, I don't have weebly pro, but yet it's there.  And it's all completely free of charge for me!
