I don't see anything inappropriate about the topic name. I think he's just trying to use some kind of emoticon. And there's no rules against having a slightly longer username than most other people.

That happens on my iPod. My username appears larger and the 'logout' button appears under my messages. In fact there are lots of graphical bugs with iPod's.
