It's nothing to do with that -- having a signature doesn't slow it down, and a signature's bigger. And... A link to where it says they used to be allowed please?

I've been around since 2008; unless forum avatars were briefly available in 2007 when Scratch first started, I don't think forum avatars were ever available.
I don't know if avatars would necessarily be less slow than using signature images, but I would imagine that signatures+avatars would definitely make a page more slow (especially if animated GIF amages are used!). There's also a lot of other things to think about - for example, for avatars to be the same on the forums and main site, you would have to code part of the forum infrastructure to read the Scratch database; that's a disadvantage when considering that signature images have the luxury of being stored somewhere offsite.
It's not going to make much of a difference if avatars are on the forums or not (it doesn't even matter if signatures were allowed either! But be happy you have those! ). At this point, most forum changes in the future would easy and necessary fixes to the current FluxBB forums, as well as preparations for adapting and changing the forum software (most likely django) to be used with the coming of Scratch 2.0; I don't think forum avatars or other non-critical aesthetic changes fall into that absolutely-need-to-be-done category.

I have avatars enabled on my forums, and they do absolutely nothing to the loading time.
I'm not supporting this idea (I agree with trinary, it'd make the thread look cluttered), I'm just pointing out that if there's a reason not to, that's not it.

Same here, at least I haven't noticed if it makes them slower.

In 2007, I don't remember any avatars or things like that. What they did allow was multiple any-size pictures in your signature. Some people had full-size screenshots in their signatures, making the page load slower and forcing users to scroll further.
