They used to have a block like that, but it was removed in Scratch 1.2. In the current version, there is a different commenting system (right click and select "add comment" to see what I mean)
I personally think blocks are better, because the comment tags don't stay with a script when you move it.

In 1.4 you can attach comment blocks to a certain block, so you don't need to keep on moving the comment if you move the script. It also better explains where the comment is pointed to.
