Do you mean upload to YouTube, or download from YouTube? Neither are possible with Scratch.

No, you cannot upload an .sb (Scratch) file to Youtube at all, although you can record your project and then upload that screen recording to Youtube.

No, and there never will be, since some (most) projects require at least some interactivity with the user, and YouTube isn't interactive.

If your project is simply an animation, use a screen recorder to record it playing on your screen and set the sound input to streaming audio.

No, not possible. If the video is interactive, it is able to go on Youtube, but not as a .sb file, and EXTREMELY limited. Simple boxes you click are as far as you can go on Youtube, really. Try using Windows Movie Maker, iMovie or Flash. Those work well with Youtube.
Or you can film your video, as said earlier.
