When can you actually USE Scratch 2.0? It won't even let you use the Paint Editor!

You cannot yet save a project to the Scratch 2.0 prototype website. However, if you want, you can use the More... menu to open a project from your hard disk-- or download a project to your hard disk.

You're right: Some features are not available yet. But there are still many ways to experiment and explore. See the Help page for a list of currently-available features.
We expect the official release of Scratch 2.0 later this year. In a few months, we will announce ways to get involved in testing the beta version of Scratch 2.0.

Firt bug ive seen (when rotating a sprite if you set its poition and then try to lock it it jumps back to 90 degrees wear as i was hoping it would lock at its current position) but meh this is alpha
