Hey, welcome to the Scratch Website! It took me 6 months just to learn how the scratch program works, but here is an overview of the basic idea of how to navigate Scratch 1.4:
The Scratch Program uses four things in game making: music, sprites, scripts and the background. Sprites are any items in the game beside the background that need to do something. To create one, click the icons to the right of where it says 'New sprite:' and draw it or import it if prompted. When you have your sprite, if you look at the left half of the screen, you'll see the script blocks. You can drag them to the box to the right of the scripts to create scripts which make your sprite move, play sounds and more!

Hey, and welcome to Sctratch! It takes a while to learn how to use the program to its fullest, but as benjamin said, click and drag blocks from the left into the middle to make scripts. These scripts will make the sprites on the right in the screen do things. Have fun!
