Ok, here goes. I recently decided to make a user on Scratch for some other projects of mine. So I went ahead with that, and I was complained at for having four users with the same IP address.
1. My user, Maki-Tak.
2. My brother's.
3. A friend's, we were teaching him Scratch.
4. An account that me and some friends share.
Apparently I can get banned if I have too many users, and I know I sound silly, but I don't want to end up like Doody
Should I make the user? Or shouldn't I risk it?

I think you should ask the scratch team for permission to realize what you want to do.

Actually, it shows that message to anybody who wants to register for another account on the same IP, no matter how much accounts you have already registered.
The message states:
"Seems like the following accounts were created from the same computer or network:
[username]
Please note that creating multiple accounts can lead to blocking of your computer or network if they are used to post inappropriate content, harass others, avoid a block on another account or try to trick the system to get to front page.
If you're a school or household sharing the same IP for multiple people, no worries, you're welcome to create multiple accounts
What do you want to do?
Create account // Recover password for existing account // Cancel"
If those aren't your purposes, you are absolutely free to create a new account.

If you look at mine, you won't find IrishArcher (the account I use for my 3D projects). I don't know why not; I must have been somewhere else when I created that one...
