i recommend useing Google Chrome because it comes with flash installed so it should work. I had the same problem you have and with IE even after you get it working you will get a popup that covers the green flag really interfering with games and making playing them annoying. Long story short IE is not the best option for Scratch

My point is with IE when you fix this problem you will run into others that I couldn't fix and i spent hours trying to figure it out

Sounds to me like you should download Adobe Flash.
Assuming you have (and the latest version),
either it's a glitch, or logic is no longer valid.
