Here's (maybe) how the roles work.
The members of the department come up with a idea, graphic, or music, depending on what department it is in. This graphic, idea, or music passes on to the head of that department, then the chief, then to me. If I, the chief, or the head don't agree, then it is vetoed. Fortunately, the voters, a new department that's not in the first post, can override that using a 3/4 fraction of the votes made by the voters.
Kind of like how the US government works...

futuresight... got an idea, also coolhogs, you have a job back at Eternity Incurakai, finally we've started our mesh tutorial. If you could figure out some of it's features, and put together a project, and some writing about how you made the project, that'd be perfect.
