Show and Tell + Collaborations
Can you show and tell your topic about a collaboration in the show and tell forums?
If not, can you use the loophole of creating a project solely for the use of advertising said topic and then posting a show and tell thread about it?

No, please just stick with using a single thread in Collaborations.

You can make a Scratch project as a Collaboration ad, but it's not a good idea to use it as a means of advertising your Collaboration in Show and Tell.
Why not opt for advertising the Collaboration in your signature instead? 
Everything is better when you add a little cheddar, because when you have cheese your life is at ease
