Well there are a few things you can do.
If you have a router, switch it off, then on and try again.
Double check you have entered the WEP key correctly and chosen the right router (I know it sounds stupid, but it is a possibility). Also make sure your date and time settings on your DS/DSi/3DS is correct. If all else fails, keep trying or get a new router. If the internet works for a computer or laptop at your house, then there is something wrong with your console. You could also get a Nintendo connection USB. You can find more info about that at Nintendo's website.
If you have a USB already and it doesn't work I'd recommend telling asking Nintendo about that.

It's quite funny though. First time I tried it I got a random Miltank level 21 and a Mantyke level 23. The next day, however, it worked and now Wifi Battling has never been more fun!
The only downside to it is you can't nickname your pokemon since they are traded in from a server. So for a person like me who likes naming pokemon, it's quite annoying. I like to have a little personality in my battles. But oh well, at least I've got my Magikarp Lv.100 with the ability No Guard and the moves Sheer Cold, Guillotine, Dark Void and Fissure!

Same. I think it is to do with the security. DS can only suppport WEP, but 3DS supports WPA (I think, this is all from memory, so I may be wrong)

My Wi-Fi isn't WEP, so I can't use Pokemon DP wifi.

I was considering using it to get lv. 100 pokemonn, but I decided not to. It kinda messes up the experience of fighting a really good opponent. I decided to get a low level Cubone and Totodile, so I could raise them and fight like usual.
My favorite pokemon is Cubone. Trying to evolve it to Marowak.

Cubone evolves at level 28, I think. Totodile at Level 16 and 36.
