Programmers Teach Programmers
I made a (scratch approved) website called Programmers Teach Programmers. It is a website where you can teach other programmers (I have to tell you. How else would you figure it out?). It is still in the making, although it is very useable. You can sign up here. I hope you like it! By the way, I could use some tips about... well, whatever I need tips on!

Sorry, but no. It was mostly the miscellaneous forums. I might look at The Coders' Shed for ideas though.

Sure 
You'll need a database and a site that hosts php.
You need to download a forum software, any will work.
Then you connect to your server via FTP and upload the folder where you have your forums. Then configure your forum by following the steps that are shown in the documentation...
You should be good to go
