Try the second one, especially if you have a 64-bit windows.
Make sure you have java installed in that directory.

Try using localhost to connect. Then try your external ip.

Okay, I thought it worked, but it get this:
loading (everything in minecraft, how many achievements, etc.)

Get a 64-bit version of Java. You may have to dig around a bit.

You should add how to allocate more RAM to the server and also that you need a 64bit OS to do so.

Well, as for installing plugins, most plugins you can just drag the jar file into the plugins folder.
It would be good if you could write up a guide to the permissions.yml file

I gave pretty much all the details out earlier. I don't know what's wrong. I forwarded port 25565 to my static internal ip and followed every single step you posted exactly. I can connect via localhost and my internal ip, but my external ip and the no-ip url do not work. The only possible thing I could think of is that I use openDNS. But that's not on the server computer, just my laptop. That shouldn't be a problem, should it?
