I can connect with localhost and my local ip (192.168.1.250) but not my public ip (173.191.235.22) or my server url...  My friend tried to connect too from his house and it doesn't work for him either. What is going wrong and how do I fix it? Please help!

That means you haven't port forwarded correctly

Yes, you forwarded the default MC server port 25565 but you have a 4 number port in your address. Use the port 25565 since it is the one you forwarded and also since it is the default port

Edit: Back to portfowarding. Now I get a 401 error when I put in my admin password.

Edit: Up to no-ip. Do I really need to do that step? I never restart my router, and I think I can keep up with that, anyways if I do.

No, you don't need a no-ip domain name. It's optional.

Maybe add that?

Yes. In the screenshot you were portforwarding 25565. Then you said you were using 2244. Make sure you have portforwarded the correct port (if you're going to use the port 2244, make sure you've forwarded 2244 and not 25565.)

It's on my desktop, and the folder is named 'MC SERVER 1.2.5'

I'll upload a sample server folder
