wait... doesn't scratch itself use scratchr code? how is the scratch site working?????
That's because the ScratchR that runs the site is hosted somewhere on scratch.mit.edu. I think scratchr.org is supposed to be documentation, and also hosting for other Scratch-related stuff.
Yeah, ScratchR.org hosts stuff like Chrip and the Block Library.
ScratchR itself is the platform that this website runs on.

Looks like they've renewed it! Now it shows a DreamHost page instead of GoDaddy.

For me, it still shows GoDaddy. They may want to redirect it to this website or something.

Yeah I'm seeing the Dreamhost page that was there previously.

That's basically it as far as I know. The website itself is also supposed to be based on the scratchR system, but scratchR.org probably has nothing to do with that.
It's also a backup site as far as I know.

Still GoDaddy for me...
Try reseting your browser. (Tools >> Clear Recent History for Firefox, Safari >> Reset Safari for Safari, for Chrome, go to prefs, then Under The Hood >> Clear Browsing Data)
Blocks.scratchr.org works, too...
I think it's back up!

Is someone going to actually upload it, so that maybe we could navigate through the hosted images, and scripts?

Doesn't look like it...

It's been like that forever, but all the subdomains are up.

All it says is "The DreamHost customer who owns scratchr.org has not yet uploaded their website or has chosen to leave this holding page active.

Nothing is hosted on ScratchR.org itself.
You need to go to subdomains, such as blocks.scratchr.org or chirp.scratchr.org.
And...still no reply from the ST. I guess they figured I already knew.
