no, because that only allows for one layer, what you could do is, draw all the layers, then download/open GIMP and in every layer put a different one of your drawings.
I find it easy to do it in flash but thats not free

you can do multiple layers in paint.net! you click "new layer"!

You'll need to change the link to the internet.
Also, there's two "paint"s out there. There's paint.NET, which is so good it's virtually photoshop, and then there's MS Paint, which is probably the most basic one out there.
Additionally, I found my X11 install disks so can start running GIMP on my mac!

I think that you can make an animated icon in OpenOffice.org Impress. You are able to create layers and are able to save it as a animated GIF image! You can see how in OpenOffice.org help-Impress.
