I disagree with werdna123.
The Easternmost edge of Turkey is the best place to make a forum.
I've made several forums, two pirate radio stations, and a hydroelectric plant there, and they are all very successful! You should most definitely go to Turkey for forums.

Guys you're not really helping.
Have you got experience with web hosting? I'd recommend PunBB-Hosting if it'll be your first forum, but if you're quite advanced you can sign up for a free web hosting service such as 000webhost and install a forum software (FluxBB, PunBB, PhpBB, or something else, you decide) to that - this method is a lot more complicated, but it's worth it if you're willing to put in the effort.
