uploading videos from camera into projects

I want to make a Civ 4 tutorial on Scratch. How could I upload the video from the camera onto Scratch

Convert it to a GIF and import that by dragging the GIF file into the costumes pane of the sprite.

This is pretty much your best option, although it's not very effective or efficient for a video of any significant length. As another option, maybe you could consider using screenshots with moving sprites to demonstrate what you wanted to show?
