You have to forward the port on your router.
There's a plethora of tutorials online, just look it up.

Ok. Get ready to type "tl;dr".
1. Download CraftBukkit.
2. Follow the instructions on how to make a RUN.bat file.
3. Double click the file (it will be a command file if you're on a Mac).
4. No errors? Good. Errors? Go back to the download page and check everything.
5. Go to portforward.com and follow the instructions on forwarding ports for a Minecraft Server.
6. Want a domain name? Get a dynamically updating one from no-ip.com. dyn.com seems to force you to use a credit card. It was free when I used it.
7. Check if you can connect using your ip (go to whatismyip.com) and then check if you can connect using your domain name.
8. Setup your server.properties file according to you liking.
9. Install whatever plugins you want.
10. Share your server address.
11. Do you get people connecting successfully?
12. You've done it!

You do? I got mine to work and i didn't port forward it. (I tried) No one else can get into my server...

The port forwarding is to allow users outside of your local network to connect to the server. I set one up recently which I made out of an old desktop computer
As long as you have a proper firewall set up, there should be no problem in sharing your IP for server connections like this, since almost every site you ever visit reads your IP to enforce bans, personalise information etc.

in your web browser type in 10 . 0 . 0 . 1 without the spaces press enter type in your router details (usually username=admin password=password) click ok then goto port fowarding tab and port forward as follows:
service name= MCServer
protocol= TCP/UDP
starting port= 25565
ending port= 25565
sever ip address= your internal ip address (find by going to cmd then type ipconfig you will have to find this by yourself sorry :( and type it in the sever ip address)
click apply
yours may be different to mine but try doing above with whatever you got
