You mean as in browser or computer?

Windows 7
Browser doesn't matter, it does it in minecraft and TF2
Toshiba computer
And my mousepad has a lot of use on it (used to be bumpy, now it's smooth)

Sorry, but I have no clue what that means. I troubleshot (shooted?) my computer, and all it said about drivers was how my Skylanders portal didn't install right.

I'll try and search "Toshiba mouse drivers" and see what comes up.

Edit: It says it's up to date.
