Yes, you're protected by it. At least, your projects are. Under every project there is a creative commons logo. Under the creative commons license, people who use your project must give credit and keep the code.
Other things:
You are free to adapt the work (change it, but still have it based on another project) as long as you give credit (Scratch automatically gives credit) and it is under the same license as the original (Scratch does that, too).
You are free to share the work to others as long as long as you give credit (Scratch does that automatically) and it is under the same license as the original.

coolstuff's summary is good.if you post something on this site, you are saying, "go ahead and do anything you want with my project, as long as you give me credit, and you offer it under the same license" And of course the little note under the project (like "based on Paddle2See's project") is considered giving credit, and by posting it it on the Scratch site, you are automatically offering it under the same license.

Because it was never said but there was a hint in an email discussion I had that I am required to pay people to re-work or distribute their work.
Which is what copyrights are for.

I believe they thought Creative commons gave them the right to charge for things not on this site. I understand it does not. It's a great license just be sure you want to open your stuff up when you use it.
