Game file
Is there any way to compile the game or download the swf or jar file from the website to give it to an offline friend to play

I'm no computer genius so I don't entirely know what you mean but if the friend has already downloaded Scratch, you could download any project onto your computer, put that on a memory stick and upload it on you friend's computer.
