I, for some reason, cannot reply to comments. If I try, the Reply and Flag as inappropriate buttons turn gray and don't work.
I'm running windows 7 64-bit and using Firefox.

That's annoying!
When did this first start happening?
Is it on all projects or just a few?
Does it happen whey you use a different browser?
Made any changes to your software recently?

Today, but I haven't been on the site for a bit.

All projects.

Doesn't happen on IE, the only other browser I have. This computer is new.
Made any changes to your software recently?
Nope.

The buttons turn grey if you add a # after a project URL, but I've never seen anything like this

I've seen some solutions to it, but involved modifying the source code of the scratch website, which I am not permitted to do. And it may cause more problems. I just have one suggestion. take windows 7 and throw it in the trash, then take out ubuntu 11.10, and install that. ahh.... much better! lol jk if you don't want to - I don't mean to sound mean.
