I am one of this 1000000 odd scratchers and I think there are people without sound who are missing out on stuff. Like me. Then a thought struck me, what if captions were an option? You could type the words you said/music name/sound effects and it would show them on the scratch project online if you choose "turn captions on." I was going to post this earlier but I then read that long long post with that *insert 15 ideas* no thing. I forgot what my idea was until 5 mins ago when I started typing via my 3ds.

I see what you mean - but scratch projects aren't videos, so how would it work? You can probably create captions at the bottom of the project with sprites - for example there are captions in this project. But I think your idea is still possible. Maybe you could have blocks like this:
caption [Hello world!] for (2) secsAnd that would show text on the bottom of a project, perhaps white with a black highlight (like YouTube). What do you think?

EDIT: Here is another project I found which has very well-made captions.
I thought maybe have an X character limit max, and it shows in the top bar, with the green flag and stop sign.

Yes...except for the fact youtube's one gets it wrong at times. with this, you can just type it in yourself and get it right. and you can ask someone online if they know how to spell a word you cannot.
