Feedback for Place

Hey, I haven't posted in a while here.  Anyway, I'm back, and seeking feedback.  What would you all think of a fictional place in which the High Tongue (formal language) is heavily based on Latin (with maybe a few extremely minor alterations, like '-are' might change into '-ore' or something- I've never particularly like are that much, although when read as English it's not that bad (in Latin, are is pronounced o-as-in-dog ray)) and the casual tongue is based on Japanese (I don't think I have a good enough knowledge of Japanese to make alterations) (although it'll still be possible to understand for the English reader, haha).  I'm also pretty set on using architecture similar to that of the elven-countries in The Lord of the Rings Online, or maybe something more original but still with the focus on multi-altitude smallish platforms connected by stairways.  Also, what would you all think of the names 'Civessebur', 'Cesebur', 'Temessegur', 'Temessebur', 'Tessebur', 'Cessegradur', or 'Cesegradir'?  They're based off of 'city of stairs' in the High tongue.
