It's only for 12 hours, and most likely even sooner unblocked, if it's OK. If it's not, so, they get banned for longer, I guess.
It prevents them from trolling too much.
Also, only reports by Scratchers count.

No. New Scratcher accounts do not count towards the banning.

It's only a 12 hour ban, but that is a bunch. 
If someone does that, I'd expect them to get banned themselves, or at least warned.

I don't really like it any more because what if 4 bullies flag a post just to get someone banned for until a mod sees it? Then the good person would get into trouble for no reason!

I agree! People could have 4 scratchers flag it, just to get someone banned. They also could time it to when a mod logs off so that they dont get unbanned quickly.
