i never used the forums til like 2010 but by that time i had been active enough to be a scratcher

No you didn't, you have to have been registered for one month. The time starts from when you create your account, not from when you first post on the forums.
Anyway, one month.

That's the rumor going around, but I've also heard it happens upon manual approval of the Scratch Team.

No, it's been confirmed. Well not properly, but someone found the PHP or whatever it is code they use, and part of it said that they have to have been registered for at least a month. Yes, the Scratch Team can manually upgrade users, but I doubt they do that very often, seeing as the size of this website is massive.

1 day xD I posted on the new scratchers forum and the next day I was a scratcher...

It used to take less effort back in the days of 2009... I think i visited the forums, posted a couple times, stopped using them, and when I started being active a couple months later I was already a Scratcher!
