I think it would be a good idea if you could rate projects instead of just the love it button. like you could give it 10/10 or 7/10 or something like that...

This has already been discussed; the Scratch team has declined it because if a project recieves 1's and 2's, the creator of the project may not feel too good about it.

In addition to coolstuff's comment, there is also the possibility of users badly rating a project based solely on the creator and not the quality of the project.
