yes! otherwise the enemy would randomly place structures for no reason. if they need power, they'll build it. if they need soldiers, they'll make them. they'll also check for some free spots and also cash among other variables.

Regarding the artificial intelligence, it seems like you're already good to go... at least with structural placement. The questions that the AI uses can also be used as statements for the player when he/she build his/her structures, in the case that the structures can't be built for some reason.
