They can do this by verifying the e-mail address, age, location, etc..

I do not support this idea, Yes, you would think there would only be a need for a main one and maybe a test but what if you want to remain anonymous while supplying only one bit of stuff. Like maybe some random person wants to make an account where it would only be animations and they would be called "AnimationGuy" and they wouldn't be pestered on their main account about it. And what if you're like (recently) RedRocker227/Invisibility where you just want to start over with a different name? Do not support.

What would be the point of this restriction?

Well I'm not really starting over with that account (I'll hardly post with it), it's just I have a lot of cruddy projects on my computer that I don't upload because the quality of them is nowhere near that of my other projects, so the main reason I created that account is so I could share those as well. It is true that I hate my name though :3
I agree with pretty much every other point you made though.

It's an interesting suggestion. What would the benefits be? More memory for the server perhaps? Just thinking out loud here.

Not going to / can't happen. The only way they could really do this would be by IP, and that would be pointless and it would suck because
* People could just use proxies
* Schools would have a problem

Exactly what I was thinking.

I disagree. Some people just like extra accounts. And then how would they check? Underage kids use their parents' emails, and sometimes there are more than 3 kids.

What about if everyone in a family or school has to or wants to make an account? Then it would be impossible.

I know how we could do this! We could force everyone on Scratch to buy a fingerprint scanner to use the website and then keep a database of everyone's fingerprints. The only problems with that are that people could steal other people's fingers or there may be a problem for people without hands. Oh well!

Well, there's always DNA and antibody profiling.
----------
But on a serious note: There's no way to enforce such a thing: e-mails change, people want to change to a different username, maybe a large family or a class signs up and decides to use the same e-mail for certain reasons... it all boils down to the basic issue of that it's hard to tell who's who in the internet.
For the most part, there's nothing wrong with creating multiple accounts so long as they're not being used for anything malicious.
